Cosmic Tackles Digital Exclusion in East Devon
Since the start of 2024, Cosmic has proudly partnered with East Devon District Council to deliver the Forever Connected – Creating Digital Confidence Programme, a community-driven initiative aimed at tackling digital exclusion across the district. Now in its second year, this impactful project continues to bring free digital workshops, mentoring and support directly to the heart of East Devon communities, helping residents get online, stay connected, and feel confident in today’s digital world. The programme is fully funded by East Devon District Council.

Reaching People Where They Are
In Year 1, the programme focused on the towns of Axminster, Sidmouth, and Exmouth. Workshops and drop-in sessions were delivered in council-owned venues and local community spaces, such as Lymebourne Community Centre in Sidmouth, ensuring accessibility and familiarity for residents.
Each month, our trainers offered personalised digital support, helping people with everything from sending emails and using smartphones, to online banking, e-safety, and photography. Sessions were built on Cosmic’s hallmark approach: friendly, informal, and paced to suit those who are less confident with technology.
As one participant put it:
“There is always a great atmosphere at the Forever Connected sessions. The pace suits the slow learner and numbers are just right without being overwhelming. Personal attention when appropriate for all who attend.”

Empowering Transformation
Over the course of the first year:
- 44 individuals attended the free workshops and digital mentoring sessions. The results have been transformative:
- Participants increased their digital confidence by an average of 4 points on a 10-point scale.
- Attendees gained new knowledge about devices, apps, online safety, and government services.
- Many reported reduced feelings of isolation, boosted independence, and a renewed sense of connection with their communities.
One attendee who joined after a bereavement shared:
“My fears and worries had stopped me from using my laptop. The tutors are absolutely amazing – so patient. I feel this course is going to be life-changing. I feel so lucky this is available and at no charge – just incredible.”
Other people who have attended sessions commented about the difference the support has made to them:
“The sessions lifted me, I look forward to coming. It’s helped every day.”
“I had no confidence at all, but now I feel less scared. I can play at home and investigate myself.”
Going Above and Beyond
Cosmic’s support often extends far beyond the classroom. Mary, a regular attendee at Sidmouth sessions, wrote:
“I’m very grateful for the help you’ve provided. I’ve learned an awful lot at every session and your team has been marvellous… I had an issue with an internet security subscription I no longer wanted. Suzi and Matt from Cosmic helped me to get it removed from my device, cancel my renewal in time, and take away the stress of trying to do it myself!”
Our team continued to support Mary outside of structured sessions, even helping her to contact PayPal and the merchant to resolve the issue before a renewal deadline. This example illustrates Cosmic’s commitment to kindness, patience, and practical problem-solving — no matter the challenge.

Building Community Capacity
In addition to working directly with residents, Cosmic delivered a Train the Trainer programme to equip East Devon District Council staff and housing team members with the skills to support tenants and community members with everyday digital challenges.
This approach ensures that support continues even outside formal sessions, embedding digital confidence across the district’s network of services and support teams.
Looking Ahead: Year 2 Focus
Now underway, the second year of Forever Connected continues with a strong focus on the Sidmouth and Exmouth communities. Delivery includes:
- In-person workshops – covering core skills, online safety, confidence-building, and exploring apps and tools for daily life.
- Drop-in digital support – informal sessions where residents can ask questions and get help in a trusted, welcoming setting.
- On-the-ground mentoring – offering that vital one-to-one time to troubleshoot problems, build confidence, and answer the “what if’s.”
With nearly 30 years’ experience in digital inclusion, Cosmic brings expertise, empathy, and energy to every session. And through our partnership with East Devon District Council, we’re not only providing digital skills — we’re helping people feel connected, capable, and empowered.
Together, we remain committed to ensuring that no one is left behind in an increasingly digital society.
